緻 is composed of the BuShou of 糸 (fine silk) and 致 (send, deliver). 致 depicts a hand holding an arrow to hit the target, while 糸 is the picture of a bunch of silk. Silk is thin and delicate, an arrow can hit the target delicately if you hold it by hand.
