涌 is composed of the BuShou of 水(water) and 甬. 甬 is the picture of a bucket, which has the meaning of ‘full of’. 甬 means estuary, when the tide is high, seawater will flow backwards, ‘fill in’ the river as if water filling in a bucket. On the other hand, in ancient China, both 涌 and 湧 have the same meaning.
