潘 is composed of the radical of 水 (water) and 番. 番 is composed of 釆 and 田 (field), conveys the idea of scattering rice into a field and, by extension, spreading out in all directions; thus 潘 conveys the idea of water flowing and swirling in circles, and was later borrowed as a surname.
