漬 is composed of the radical of 水 (water) and 責 (duty). The original meaning of 責 is collecting taxes or demanding repayment of debts, and it carries the sense of accumulation. Therefore, 漬 conveys the idea of accumulated water, and means to soak or to steep; it also refers to the traces left after a liquid has dried up.
