眠 is composed of the eye radical 目 (eye) and 民 (people). Since 民 originally depicts an eye being blinded by a needle—conveying the inability to see—眠 combines this imagery with 目 to represent the state of closed eyes during sleep, where a person sees nothing. Thus, 眠 was formed to signify sleeping or resting.
