唸 is composed of the radical of 口 (mouth) and 念 (idea). 念 means thoughts or ideas kept in the heart, and also carries the sense of remembering fondly or missing something; thus when thoughts or concerns in the heart are spoken out through the mouth, they become firmly remembered and not forgotten, as represented by 唸.
