烤 is composed of the radical 火 (fire) and 考 (examine, old). 考 carries the meaning of investigation or scrutiny. In ancient times, law enforcement officials would use fire to torture suspects to elicit confessions during case investigations, so 烤 originally meant interrogation by fire. Later, it extended to generally refer to the act of roasting or baking with fire.
