墟 is composed of 土(earth, clay) and 虛(empty, void). 虛 depicts a tiger standing on top of a mound, means big hill, to stay away from flooding, ancients live on highland, then form a village. On the other hand, 虛 also means empty and void, where there is a tiger, no one will live there.
