旋 is composed of a variant of 㫃 (fluttering flags) and a variant of 正 (correct). 㫃 depicts the appearance of banners and flags fluttering on a pole and indicates assembly or gathering, while 正 means to go toward a city or settlement. Therefore, 旋 conveys the idea of an army attacking a city. When an army attacks a city, it surrounds the city walls and advances from all directions. From this, 旋 came to mean to revolve around or to rotate.
