扳 is composed of the radical 手 (hand) and 反 (turn over). 反 depicts the act of climbing a cliff with the hand, originally meaning to cling or hold onto. As 反 later developed other meanings, 手 was added to create 扳 to specifically retain its original meaning of climbing or pulling.
