誖 is composed of 言 (speech) and 孛 (flourish). 孛 is formed from pictographs of grass and an infant, both of which grow rapidly, carrying the meaning of being uncontrolled or unrestrained. Rebellious behavior is not something everyone can act upon; often, people only dare to express such thoughts through speech, as represented by 誖.
