謫 is composed of 言 (speech) and 啇 (essence). 啇 originally represented the words of a monarch; as it later developed other derivative meanings, the radical 言 was added to emphasize its original connection to speech. When a minister or official made an error, the ruler would speak out to reprimand them, which often led to demotion or banishment as punishment; thus, 謫 was formed to denote censure, demotion, or exile.
