察 is composed of the roof radical 宀 (roof) and 祭 (offer sacrifice). While 祭 depicts the act of holding meat to offer as a sacrifice to the gods, placing this ceremony indoors under a roof created a quiet, dedicated space. In this controlled environment, the worshiper could give their undivided focus to meticulously inspecting every sacrificial offering and ritual detail, giving rise to the character's meaning: to examine closely, observe carefully, or scrutinize.
