循 is composed of 彳 (step) and 盾 (shield). 彳 is a pictograph of a road, while 盾 is a weapon used to resist attacks. In ancient warfare, shield-bearers would walk at the front to fend off enemy attacks, with those behind advancing along the path of the shield-bearers. Thus, 循 means to follow or comply.
