劃 is composed of 畫(to draw, picture) and the BuShou of 刀(knife). 畫 depicts a hand holding a pen drawing the borders of fields, which has already had the meaning of planning or delimitation, a knife is a tool for cutting or dividing, the division of a field can be seen as planning or delimitation.
