鮮 is composed of魚(fish) and羊(goat). Ancient Chinese are used to eat raw fish and raw mutton, since both are delicious, so鮮 means fresh or delicious. On the other hand, fish and mutton are difficult to obtain, so鮮 also describe something rare.
