都 is composed of 者 (this, person) and the radical 邑 (city). 者 depicts a pile of firewood being used to start a fire for cooking, and from the pile of firewood it extends to the meaning of gathering or accumulation. 邑 means a city or settlement. Large cities are places where people gather and live together in groups; they are also an important part of a country, and sometimes even represent the whole country. Therefore, 都 is used to mean a capital or metropolis.
