全 is composed of 入 (enter) and a variant of 玉 (jade). It conveys the idea of taking a piece of fine jade into a certain place and carefully preserving it. Its original meaning is perfect, flawless jade, and later it came to broadly refer to anything that is complete and lacking nothing.
